Not long after his election in 2013, Pope Francis established a significant legacy focused on migration and refugees. Contrary to the expectations that Brazil or his native Argentina would be his first papal visit, Pope Francis made his inaugural trip to Lampedusa, a small Italian island known for its influx of African migrants. His presence there underscored the tragic loss of many who perished attempting to reach Europe. During a Mass on the island, the pope emphasized the danger of societal indifference, praying for forgiveness for those "complacent" or whose decisions have led to such tragedies.

Amaya Valcárcel, a researcher in the Migrants and Refugees Section of the Dicastery for Integral Human Development, praised Pope Francis for presenting "a clear and radical vision for an alternative and more humane approach to the challenges of involuntary migration." His engagement in justice and mercy regarding migrants was evident throughout his pontificate.

Pope Francis not only addressed migration issues through speeches but also through symbolic actions. Following a visit to the Mória refugee camp in Lesbos, Greece, in 2016, the pope brought three Syrian families back to Rome, negotiating their settlement with the Italian and Greek governments. One of the migrants, Nour Essa, recalled the pope's compassion and continued support for her family, facilitating their integration in Italy.

The pope’s approach to migration was both humanitarian and ethical, urging nations to see migrants as "faces, not numbers." He advocated for integration opportunities, emphasizing not just hospitality but meaningful societal contribution and participation.

Essa expressed gratitude toward Pope Francis for his impact, noting that he strengthened the role of religion in promoting love and peace worldwide. Valcárcel acknowledged Pope Francis' efforts to infuse political processes with the dignity and ethical values aligned with Catholic teachings.

The legacy of Pope Francis is marked by his pioneering efforts to prioritize the plight of migrants and refugees, urging a blend of justice and mercy at the heart of global migration policies.
